By analyzing the processes of selection and nomination of the Russian local administrators (prefectural governors, vice-governors, provincial voevodas and city voevodas) in the 1730s, this paper attempts to clarify how the 18thcentury Russian central government (the Cabinet of ministers and the Senate) tried to operate the provincial administrative system newly constructed by the Petrine reforms and how the middle-class servitors appointed as the regional conductors daily worked in the local society under the Empress Anna Ioannovna. Although her reign has not been so seriously studied because of its low assessment as a “dark age” in the Russian history, we think that it can be seen to play an important role in making the new locally governing organs ordinarily function by rigidly forming the method to appoint the Russian regional administrators, for example, through clearly dividing the roles between the Cabinet of ministers and the Senate.  This paper stresses the tendency of the central government’s rather neglecting the factor of the native regions of the newly nominated servitors in selecting the local administrators. However, probably independently of this tendency of the state government, we can see several places where the freshly appointed conductors had the personal domains near their provincial offices. Such feature which can be considered as a sign of slowly but gradually increasing autonomy of the Russian local society seems to begin standing out under the Empress Anna, comparing with the previous reigns.
