Research Abstract
国際的な平和構想の二つの柱である武力行使禁止と紛争の平和的解決とを、どのように配列するかについては、つぎの二つの考え方があり得ます。 ①戦争（武力行使）を禁止すれば、おのずと、紛争は平和的に解決されるほかなくなる。したがって、武力行使禁止原則をまず確立するべき、という考え方 ②紛争を必ず平和的に解決する実効的な仕組みを作れば、おのずと、戦争は行われなくなる。したがって、すべての紛争を拘束的に平和的に解決する国際的な制度をまず整備するべき、という考え方。 国際連合においては①が採用されているのに対し、国際連盟期には②の考え方が強かったのではないか、という仮説の下に、当時の理論と実行を検討します。
