This study considered the analytical framework for policy transfer, especially focusing on the institutional factors. Since 80's, same public policy has been introduced into different countries in several policy fields, the notion of "policy convergence", "policy diffusion" and "policy transfer" have been presented in the fields of the comparative politics and the international relations. But some criticized these notions were ambiguity and causal mechanism should be shown. Referring these contexts, this study recounsidered the notion and process of policy transfer. Moreover, in this viewpoints of building the analytical frameworks, this study showed the institutional factors in each stages of policy transfer process and examined the causal mechanism between these factors and contents of policy transfer.
