The subjects of the government level measures are a. the government's vertical administrative structure, b. the necessity of the consideration about 'the social aspect of the integration of foreign residents\" and \"the cultural aspect of the integration of them\". The subjects of the local government level measures are that local officials consider foreign residents as temporary sojourners and respond inappropriate. Therefore, the local officials do not realize the need for continued livelihood support for them. Moreover, because of the governments vertical administrative structure, they feel difficult whether or not the system is applied to him/ her, and cannot provide suitable services. The subject of the voluntary level livelihood supports is that the number of support groups is limited etc. But the voluntary organization has worked on both of the foreign residents and their environment to solve the problem. It can be said that the voluntary organization serves as an interface for burying distance and bridging of both sides. We will continue to advance the understanding and analysis about the ongoing development of the livelihood support measures for foreign residents.
