Consequently, the research organizes necessary conditions forthis phenomenon. For this purpose, the research focuses on the reactions of original residents in a community and the farming by new farmers. Because many new farmers exist, the research studies Marumori Town, Miyagi Prefecture. There are generally three stages in the process to settle non-farmers as new farmers in Marumori Town. First, only the cooperation with original residents enables the entries. Second, preceding new farmers mediate in a community. Third, non-farmers use town' s service for the entries. In Marumori Town, original residents, newfarmers, and the town government gradually network to form the environment for non-farmers to be farmers at ease. Currently, the town actively pursues the entries as it does an event like a tour for potential new farmers.
