The purpose of this paper is to evaluate the performance of the projects. We conducted the interview researches to all the 12 municipalities which consider the implementation of the projects. The results of this paper are as follows; this new project will be meaningful since it enables the solutions to public infrastructure and private land altogether. However, public sectors did not have any experiences to implement the project and then every municipality had difficulties in consensus building. In particular, it is difficult for residents to understand the risk of liquefaction precisely, or to choose the right soft-ground stabilization methods, or to evaluate the cost and benefit of the projects, all of which are unique to the liquefaction issue."},{"@language":"ja","@value":"2011年11月に創設された、道路等の公有地と既存住宅地等の民有地の一体的・面的な液状対策事業(東日本大震災復興交付金事業「市街地液状化対策事業」)の実態と実施上の課題を明らかにする。対象は事業検討12自治体で2014年6月から2014年12月にかけてヒアリング調査および行政資料調査を実施した。本研究の結果明らかになった点は以下の通りである。液状化リスクが高く、今般の震災以前に開発された既成住宅地について、市街地液状化対策事業により、宅地や家屋等の個人財産の保護・救済と、面的な液状化対策による市街地としての価値向上に資することが明らかになった。しかし、家屋存置での地盤改良工法の技術的課題や、不透明な過去の開発履歴によって施工困難となる場合や、宅地密度が低く民間負担額が割高なる場合、転出世帯、個別対策世帯等の事業に同意できない世帯が存在する場合等の課題から、事業区域内の権利者の事業実施に対する合意形成が図れないことがあり、液状化リスクのある既存住宅地すべてに対して保護・救済としての意義を満たすものとは言えないことが明らかになった。"}],"abstractLicenseFlag":"disallow"}],"creator":[{"@id":"https://cir.nii.ac.jp/crid/1410010292501764224","@type":"Researcher","personIdentifier":[{"@type":"NRID","@value":"9000309180046"}],"foaf:name":[{"@language":"en","@value":"Tanoi
