Description
We describe the establishment of a community initiative control system and the transition of issues for conservation by focusing on community organizations and the preservation committee in Tsumago-juku. During the start-up period, members of the Control Committee, established under the Residents' Charter, considered intensively and implemented mechanisms of fairness and effectiveness. Subsequently, the establishment of the foundation and integration of organizations strengthened the system. The members strive for comprehensive control, including that over landscape, business-related actions, traffic, real-estate buying and selling, and operation of organizations etc. In particular, business-related actions, real-estate buying and selling, and traffic issues were continuing and relapsing issues. Therefore, community organizations always took the lead; however, we identified changes in their control. With flexible direction as a whole, they practice individual control, depending on aspects such as the applicants' residence, location, use, action, and architectural style. In this process, the Residents' Charter introduces the community principles and background and imposes accountability of the contents of the control and changes.
