In Sapporo, housing developments in UCA, where the building a fixed architecture is not basically allowed, have been realized by the following three systems. The systems are; (1) the housings developed before 1970 permitted by the article 43 of the City Planning Law, (2) the housing development permitted by the City Planning Act of 1976, and (3) the housing development under District Planning System. Through this study, it finds the following two points. The first, the poor maintenance of urban infrastructure in UCA caused unsafe living conditions. Secondly, the different building restrictions operated by each of three systems above brought difficulties to manage building
