説明

On 6-7th July, 1974, the whole neighbourhood of Uchinomi-cho, Shodoshima Island in the Seto Inland Sea, was caught in a rain-storm, and more than 70 people were killed or wounded by severe water disasters. The calamity was brought on the people by fall of mass of grus and attack of debris flow caused by down pour. It is noteworthy that the fall of grus and break up of the debris flow were closely related with human agency such as construction of road for golflink or for sightseeing, and deforestation. The fundamental and the most serious problem is the recent increase of houses and development of residental quarters. Nowdays, many people live unavoidably on dangerous places such as active aluvial fan, foot of steep slope of deeply weathered mountains, etc.. Water diasters, caused by similar circumstances of dwelling, occurred at Kobe City in 1938 already, at Kyoto City in 1972. And from now on, it might increase still more in Japan.
