<p>This paper identifies the specific characteristics of social welfare policy for elderly people in Okinawa before and after the return of Japanese administration that cannot be recovered in Japanese history by analyzing the subsequent institutional shift. Prior research has rarely mentioned the social welfare policy for elderly people in Okinawa, and the exact details remain vague. Thus, the paper ascertains the distinct features of this period through a comparison to the mainland and from research materials such as the publications of the Ryukyu government and social welfare council, newspaper articles after the war, and administrative documents from the welfare office that are in the possession of Okinawa Prefectural Archives. Consequently, the following aspects have been identified. First, public welfare institutions spread from the periphery of Okinawa to the vicinity of Naha, the capital city in Okinawa. Second, residential care primarily entailed treatment, although this was due to the uneven distribution of social capital and financial difficulties. Third, since the return, the adherence to the welfare policy of the Japanese government led to a transformation from residential care to nursing home care.</p>
