S. Mill. In particular, I argue that Millʼs concept of republicanism has a dynamic nature that encompasses both the structure of political institutions and the character of the people who live within them, based on the idea of holistic individual development. To this end, this paper explains that Millʼs democracy is rooted in republicanism, and uses as its main reference point the quality and active character of political institutions presented in “Consideration on Representative Government” (1861). This shift in the interpretation of Mill has been significantly influenced by the discovery of republican ideas within his political thought. A key concept in this context is “republican liberty.” “Republican liberty” emphasizes the importance of being protected from the constant risk of subjection to arbitrary coercion, rather than merely focusing on autonomy. It underscores the necessity of laws being non-arbitrary and directed toward the public good. In other words, it highlights a conception of liberty as “freedom as selfgovernance.” Since the 2000s, there has been a growing recognition that this concept of freedom is present in Millʼs political thought. Specific discussions on this include Millerʼs examination of “civil liberty” and Urbinatiʼs interpretation of Mill as a proponent of “deliberative democracy.”  However, recent studies have struggled to present a unifiedunderstanding of Millʼs ideas. This paper seeks to address this issue by focusing on the concept of personal cultivation, which is considered essential for a comprehensive interpretation of Millʼs thought. It will examine the relationship between this idea and the structure of political society and institutions. By emphasizing the educational effects of democracy-an aspect that has been overshadowed in conventional republican interpretations of Mill-this study aims to reveal the multifaceted nature of Millʼs democratic vision.
