Since municipal roads account for about 84% of the total length of roads in service nationwide, it is important to establish a pavement maintenance cycle for municipal roads. Local governments have been conducting pavement inspections and making progress in pavement repairs based on the national pavement inspection guidelines, but there are very few cases in which detailed management methods have been established for community roads. In this paper, we present a direct management analysis of the current status of pavement repair and the systematic issues for pavements managed by Tamana City Hall, which is one of the local governments where the maintenance and management of roads for daily use is an issue. In addition, to reflect the needs of the residents on the huge length of the road, we analyzed the residents' requests and, by using the understanding of the condition of the site accumulated by ICT, we developed a system for pavement maintenance that incorporates the residents' requests. This paper describes the creation of a pavement maintenance cycle system that incorporates the needs of the residents of living roads.
"},{"@language":"ja","@value":"全国の道路のうち市町村道の供用延長は約84%を占めており，市町村道における舗装メンテナンスサイクルの構築は重要である．地方公共団体は，国の『舗装点検要領』の策定に基づき，舗装点検を実施し，舗装修繕を進捗しているが，生活道路の管理方法を詳細に設定している事例は極めて少ない．そこで，本稿では，生活道路の維持管理が課題となっている地方公共団体のうち，玉名市役所が管理する生活道路の舗装を対象に，舗装修繕の現状と体制的な課題を示す．そして，ICTの活用により，既存体制のまま生活道路の一般的な管理方針を満足する実践内容を示すとともに，膨大な延長の生活道路に対する住民ニーズの反映を目指し，住民要望を分析した上で，ICTにより集積された現場の状態把握を用いることで，生活道路の住民要望を組み込んだ舗装メンテナンスサイクルの仕組み作りについて述べる．
