In Brazil, where Covid-19 was discovered in late February 2020, the outbreak has since exploded. Behind this lies a serious socioeconomic problem that has persisted since colonial times, such as the disparity between rich and poor and the fragility of the healthcare system. But the Bolsonaro administration's attitude in confronting this new infection was also a contributing factor. That attitude, in a word, is unscientific and undemocratic. This report will focus mainly on the activities of the Brazilian federal and state governments during the early stages of the outbreak. This is because the period leading up to the start of vaccination was the most confusing and the time when various countermeasures were put in place. The "measures" of the authoritarian-oriented Bolsonaro administration were also a challenge to democracy. How did Brazil's democratic system of governance, established after the military regime, react to this challenge? I would like to consider the impact of the unknown infection on Brazilian democracy under the Bolsonaro administration.
