<p>This paper examines the behavior of local leaders and their social relationships in mountainous areas in Japan, which is plagued by issues such as population decline, depopulation and aging, and a decrease in the number of human resources responsible for the region.</p><p>The knowledge obtained is that by enriching local human resources and enriching social capital, the area will become sustainable. This is because it not only creates local pride and motivates the current generation to become involved with the local community, but also fosters a love of the local area in their descendants.</p>
