<p>The purpose of this study is to clarify the influence of the waterfront space development plan on the waterside space as a place of Shinto rituals. Records of Shinto rituals in waterside spaces along Tokyo's inner bay were investigated. Among those cases, we investigated the position of the Shinto rituals in the waterfront space development plan and changes in the Shinto rituals and the waterside space for Gion-bune of Tomioka Hachimangu shrine and Taisai of Sumiyoshi shrine. The results revealed that there was a gap between planners who try to preserve the form of the Shinto rituals in the space, and festival bearers who flexibly change the Shinto rituals to ensure its continuity.</p>
