説明

Approximately 13.3 million m3 of soil contaminated with radiocesium following the Fukushima Daiichi Nuclear Power Station accident is currently stored in the interim storage facility. The final disposal of this removed soil outside Fukushima Prefecture is scheduled to be completed by 2045. To reduce the volume requiring final disposal, soil with radioactivity levels below 8,000 Bq/kg is planned to be reused in public works under a managed recycling framework. The Ministry of the Environment continues its efforts to foster public understanding of the related policies and to advance both the consideration of final disposal and the promotion of managed recycling of the removed soil. This session focused on the relationship between public acceptability of managed recycling and that of final disposal. Four studies using both quantitative and qualitative approaches were presented: the impact of the scale of managed recycling on the acceptability of final disposal; interpretation of factors influencing final disposal acceptability in rural areas based on region-specific contexts; the effect of the number of candidate sites for managed recycling and final disposal on group discussions; and key considerations in scenario planning for final disposal and managed recycling. Based on these presentations, the session explored key challenges for the social implementation of these policies.
