We investigate the influence of the fluctuation of GVD on nonlinear propagation in optical fibers. We treat the fluctuation of GVD as a perturbation to the nonlinear propagation equation with uniform GVD. By using noncommuting properties of nonliear propagation operators, the perturbation terms can be expressed in the form which is independent of distance. For periodical fluctuation of GVD, it is analytically showed that the product of the period and the amplitude of the fluctuation governs all of the transmission characteristics. Further numerical caluculations show that even in the presence of random fluctuation of GVD, an equivalent period-amplitude product can approximately explain the transmission characteristics.
