Abstract

本稿では、近年の自然災害に関する防災・減災への国際的な取組の動向を国連の機関(UN/ISDR)を中心に概観し、持続可能な開発のための教育(ESD)が推進されていく上での意義と課題を探る。その中で、特に教育に期待されている内容に焦点をあて、兵庫行動枠組2005-2015(HFA)の観点から学校教育を中心に日本に期待される役割について論じる。また、HFAを構築する日本における自然災害の復興の例として、2007(平成19)年7月16日に生じた中越沖地震での柏崎市の学校と上越教育大学の支援活動を取り上げる。この支援活動の意義と課題を踏まえながら、ESD構築のための今後の地震等大規模災害時における学校安全や教員の役割等についても考察する。

In this paper, in the first place, I would like to overview the international current for natural disaster reduction through the consideration of activities of United Nations International Strategy for Disaster Reduction (UN/ISDR). In the second place, especially I focus on the contexts concerning education and see the construction of Education for Sustainable Development (ESD) in Japan. After that, I discuss the safer school and roles of teachers from the Viewpoint of Hyogo Framework for Action 2005-2015 (HFA).\Furthermore I will take an example to illustrate the natural disaster reduction by the development of HFA in Japan, After The Niigataken Chuetsu-Oki Earthquake in 2007 occurred, Joetsu University of Education sends students for damaged primary schools in Kashiwazaki City. In addition to these considerations of the significance and problems of these activities, the safer schools and roles of school teachers after the natural disaster such as great earthquake will be brought to light for the construction of ESD in schools.
