Research Abstract

近現代ドイツの最初の全国議会の構想はどこから来たのであろうか。本研究は、この問いに答えるべく、関税議会構想をめぐる政治的市民エリートと関税同盟官僚の議論を分析することを旨としている。この関税議会は、1868年にドイツ関税同盟の機関として設置され、ドイツ帝国の版図の全体から選出された議員で構成された議会である。本研究により、ドイツ関税同盟改革の論議から議会構想が醸成する過程を描くことが可能になるだろう。
