Research Abstract

日韓の農村では、人口減少と高齢化が進み、農業は、家族経営から雇用中心の経営へと移りつつある。労働強度の高い農作業に高齢者は従事困難であり、若年の外国人が、畑作・野菜、施設園芸を中心に雇用労働者として定着している。農村社会がオープンな韓国では、季節雇用により季節栽培が拡大しており、クローズドな日本では、周年雇用を通じて、農閑期の裏作などの周年農業が拡大している。労働者不足解消のための一過性の解決手段とみられていた外国人の雇用が、農村社会の持続可能性に寄与している。本研究では、日韓農業における外国人の雇用拡大が、農村社会の持続可能性に如何なる影響を与えているか、実態調査により明らかにしていく。
