Over the past ten years, the multilateral strategy to maintain biodiversity has been discussed and almost established by the Environment Agency (Ministry of the Environment) of the Japanese government. However, it has not yet been perfected and is not ready to be put into practice in the country, judging from some ecological perspectives on the basis of examinations of the status and trends of wild medaka. Environmental science may not be completely knowledgeable about protection and conservation of natural environments. The present state of survival and reproductive conditions of wildlife populations is still being impacted by restriction or loss of habitat, introduction of exotic species, stress caused by man's intrusion and changes in natural food supply among others. At present, the educational effort has still not infiltrated into all civilians' minds. It would be expected that after receiving counsel on various ecosystems among wildlife species from an expert workshop, the local government would organize a committee to assemble the current knowledge and practice for determining the appropriate methods for each construction.
