Many people have been evacuated from Fukushima prefecture because of the radioactive contamination that was caused by the explosion of Fukushima Dai-ichi nuclear power plant on 11 March 2011. They are not only the residents of the restrictive zone which was designated by the Japanese government, but also the people called “voluntary evacuees” who have anxiety about health conditions of their children and want to hedge any risk of being exposed to radiation. This paper aims to explore the socioeconomic circumstances of the voluntary evacuees and attempt to investigate the appropriate support for their life, considering the fact that most of them are mothers with children. Our data show that the evacuees have faced economic difficulties, isolation in daily-life, burdens of taking care of their children, anxiety about the separation from their father, and difficulties with the relationships with people in Fukushima. Many mothers are under the pressure of the responsibility to take care of children by themselves and feel anxious about their daily-life in Yamagata. The result of our research suggests that they should be provided with rent-free housing and the financial support to move from Fukushima to other areas as the aid for being the victims of radioactive contamination. The evacuation of mothers with children should be supported on the basis of “children’s rights” in order to be properly cared for by their parents.
