The purpose of this paper is to make comparative-static analyses to classify the pattern of government system according to the development of telecommunication and transportation and other social changes.　First, this paper proposes a spatial economic model of central and local government system. This model can decide the optimal amount of one central and local government services, and the optimal location and number of local governments. This spatial economic model can express administrative principle, that is, one of the principles in the central place theory of Christaller (1933). Second, we make comparative static analyses about the changes in government system. Finally, we can classify the pattern of government system depending various social changes.
