This spatial economic model aims to decide the locations and sizes of one central and some local governments and the scopes of these administrative districts, and to explore the relation to central place theory. Although we knew that Christaller [1933] explained hierarchical systems of administration as Verwaltungsprinzip (k=7 system), one principle of central place theory, we can first discuss the new model to introduce the endogenous k-value and to explain the mergers of cities, towns and villages in the country. This model considers the trade-off between the scale economies of the central and local governments and the lower total service costs in these individual governments. Second, we make a comparative-static analysis to explain the effect of the development of transportation and telecommunication on the hierarchical system of government services in the central and local governments using a combination of three simple graphs. Finally, we can reach the conclusion that the development of transportation and telecommunication leads to the larger size of central and local governments and the decrease of the number of governments. By this model, we can inevitably explain the mergers of cities, towns and villages, and the enlargement of these administrative districts.
