抄録

There are three incentives to submit this paper. First, a new department on social welfare was founded in our university in April, 2003. Second, a report which was made in an academic meeting on social welfare held in last September says that the social welfare environment of our country is in a trough. Finally, the transdisciplinary approach on social welfare has been popular recently. We who are concerned with social welfare feel the situation is chaotic. Each of us has to act more on our own initiatives to deal with this situation and to take a step forward. This paper discusses our welfare society bearing in mind the above mentioned conditions and tries to set up a hypothesis guided by our predecessors' wisdom to see into the future.
