The Japanese social policy system is based on a "family unit" type, but a genderequal society seeks a society based on an "individual unit" type. The purpose of this paper is to determine the consciousness of the youth for reforming the Japanese social policy system from a family unit type to an individual unit type. The data used is from "Research on a Gender-Equal Society in Japan" that the writer conducted in 2002. This paper employs results of predicting the desirable situation and the realities 20 years from now as sensed by men and women in their twenties. The results were analyzed from the viewpoint of gender. Consequently, the following three points were clarified. (1) Many responses to a questionnaire had large differences between the desirable situation and the realities. (2) The prediction of realities reflected little change in the actual equality between women and men in Japanese society 20 years from now compared with the present. (3) Young women and men predicted that the change to the individual unit type of a social policy system 20 years from now would be difficult to realize.
