Abstract
Introduction
Policy-based efforts to raise national level for programming learning are starting to flourish mainly in Europe and the United States. Even in Japan, Ministry of Education, Culture, Sports,Science and Technology, are setting up compulsory education for elementary school programming education since 2020. However, programming academic education is not merely to write code, but backgrounds include computational thinking, computer science, various abilities such as thought,system thinking, business model thinking, and conception ability are needed. This research aims to prepare a competency proposal to support the ability to prepare programs in programming education for university students as a precursor to the competency of programming education in primary school.
