抄録

The purposes of this paper are1)to describe how the debate on the inequality of international information flow(New World Information and Communication Order: NWICO)from the 1970s to 1980s, was understood in Japan,2)to re-examine the media situation in former socialist countries tracing influences of the understanding described in 1), on media theories,3)and to advance a new perspective to understand the debate on the inequality of international information flow(World Summit on Information Society: WSIS) in the 21st century.
