Abstract

The purpose of this paper is to examine world trends and perspectives on the International Year of Volunteers (IYV 2001) in order to get new suggestions for our study on volunteerism. The materials were obtained by references, Internet, and documents from IYV related organizations. On international perspectives of IYV 2001, the authors examine the 5 points: (1) The 11th and 16th World Volunteer Conference and The Universal Declaration on Volunteering by IAVE, (2) "Strategy 2000" by UNV, (3) Guidance Notes for IYV 2001, (4) "Volunteering and Social Development" adopted at the Commission for Social Development UN on Feb. 23, 2001, (5) process of establishment of The International Volunteer Day (IVD) for Economic and Social Development on Dec. 5 and the evaluation of IYV itself in Global Closing Event of IYV on Dec. 5, 2001. Above all, the authors reconfirmed that it was difficult to define volunteerism universally. IYV and IAVE recognized as important two keywords, "equality" and "solidarity." The authors gave the term "volunteer activity" an original definition in this paper.
