The paper deals with trade-offs between usability and safety when citizens uses river beds as a walkingpath or recreation, focusing on the incident occurred on July 28th, 2008 at Toga River bed, which killed 5persons at the river bed by a flush flood. A questionnaire survey to the users of the river bed was conductedto reveal objectives of usage, perception of risk of flush flood along with the usage of the river bed, cues andtriggers for evacuation decisions, countermeasures recommended by users. The paper illustrates theevidences which revealed by the survey and implications for the policies for river management.
