After the 30s in the Meiji period, the educational association libraries established all over the country play an important role in the development of modern library in Japan. The studies related to this educational association library have focused on how the educational association who is taking the initiative had created libraries until now. However, a study will be required, which considers not only about the party who established the library, but also the actions of local residents who accepted them to consider what role the library played in the area. Accordingly, this article considered how local residents have been involved while tracking the trend of Shinano Educational Association with regard to Shinano Library (1907-1929) that was established by Shinano Educational Association. In particular, we considered through which process the tendency to try to establish the library has been created, the process to collect information to establish the library, and how much the local residents would like to contribute to money or book donation. In addition, we clarified that the establishment of library was related to people's pride who were teacher in educationally advanced prefecture.
