本稿は、ノルウェーの冷戦後の重要な安全保障政策の一部についての考察である。1972年に欧州共同体（EC）、1994 年に欧州連合（EU）への加盟を否決した北欧の小国ノルウェーは、その安全保障政策においては、冷戦期より北大西洋条約機構（NATO）を最重要視しながらも、EU への政治的・経済的歩み寄りの必要性から、EU 安全保障政策にも非加盟国として力を入れてきた。しかし非加盟国という立場と、国内的要因により、その充分なコミットメントを果たすには限界があった。本稿では、ノルウェーがそれらの課題をいかに克服し、EU 安全保障体制に関与してきたかについて、欧州における文献と著者によるノルウェーおよびEU の行政官へのインタビューにより明らかにする。

This paper analyzes one of the important aspects of Norwegian security policy after the Cold War. Although Norway has engaged in its security as a member of North Atlantic Treaty Organization after the WWII and has denied its membership twice to the European Commission and the European Union, it has tried to involve in the European security policy especially after 1999. Non-membership to the EU and domestic factors limited further involvement by the Norwegian government. This paper described both external and internal factors which limited the involvement, and then explains how Norway has overcome these obstacles to achieve its involvement to the EU security policy as to make up its nonmembership. The research has been done with the previous literatures and the interviews to the high bureaucrats from both Norway and the EU.
