The 8 Social Welfare Laws were amended in 1990. But this amendment has many problems on the rights of the disabled and aged people. The government founded many social guidelines on the social welfare. The popultion of aged people increases rapidly in Japan. But they can receive little social welfare service. Because the government controls expenditure on the social welfare, so that aged people and their families have not social welfare services. This paper examines social welfare services by amendment of 8 social welfare laws.
