This paper studies on the process of stereotype change and their consensus based on interviews with locals about the private finance initiative（PFI）prison. In the first half, the relevance between the stereotypical images of correctional institutes and their social acceptance, and the social significance of PFI prisons were considered. In the second half, based on interviews conducted among locals residing near neighboring PFI prisons （Shimane Asahi Rehabilitation Program Centert）in the city of Hamada, Shimane Prefecture, the factors that changed their attitude towards the prison were analyzed. As a result, in the consensus process of stereotype change, the following four inportant points have been demonstrated（: 1）official information with the facility;（ 2）provision of new values and norms to the locals;（3）contacts with the facility; and （4）personal contacts with recent inhabitants （perticularly prison officers and their families）．Based on the results, the hypothetic model of stereotype change, as well as its consensus with correctional institutes, wes proposed.
