中国の農村部では、五保戸扶養制度は公的扶助制度として確立されている。この五保戸扶養制度には、食糧の保障、衣類の保障、住居の保障、医療の保障、葬儀の保障という5つの保障が含まれている。地方自治体が責任をもって五保戸と認定された世帯に生活資源を給付しなければならないが、具体的な給付方式としては集中型扶養と分散型扶養がある。本論では、この社会保障制度の歴史的沿革、仕組み、実施状況と財源の確保等について考察することを目的とする。

In Chinese rural areas, WUBAOHU support system are set up as public help system. WUBAOHU are the household that receiving five social security services, which is security of food, security of clothes, security of a residence, security of a medical treatment, and security of a funeral. For those WUBAOHU, a local autonomous body has a responsibility to support it as giving life resources. For the support form, there are concentration type support and dispersion type support. This paper aims to consider the history, mechanism, enforcement situation and safe of resource of this social security system.
