説明

日本国憲法は「皇位は、世襲のものであつて、国会の議決した皇室典範の定めるところにより、これを継承する」(2 条)と規定し、皇室典範は「皇位は、皇統に属する男系の男子が、これを継承する。」(1 条)と定めており、皇位継承資格を「男系の男子」に限定している。皇位継承の安定的確保は、国家の根本体制にもかかわる重要な問題である。しかし、皇太子の次の世代の男子が悠仁親王1 人という現況においては必ずしも「安定的な皇位継承」が確保されているわけではない。皇位継承問題、皇室典範改正問題については今までなされた論争をふまえて慎重かつ十分な検討が必要である。

Article2 of the Constitution of Japan provides that "The Imperial Throne shall be dynastic and succeeded to in accordance with the Imperial House Law passed by the Diet." Article 1 of the Imperial House Law provides that "The Imperial Throne shall be succeeded to by a male offspring in the male line belonging to the Imperial Lineage." But under the current Imperial House Law, sooner or later ,a situation may arise in which there is no eligible candidate for the Imperial Throne. Stability of the Imperial succession is an important issue that affects the country's foundation. Therefore the prompt establishment of a system that will ensure the stability of the Imperial succession is an important for Japan.
