The present paper represents an attempt to examine the broader relationship between risk perception and risk control in emergencies. First, three types of threats, categorized by the classification of indicators signaling the danger, are postulated and explained. Second, the degree of threat involved and the threat's perceived controllability are considered as the two factors determining reaction, and the four reaction patterns emerging from the combination of the two factors are explained. And finally, risk control in the collective situation is divided into internal and external orientations. Using the two control types, the author discusses the modes of society's risk management in the United States and Japan.
