This paper deals with the activities of Dr. Inazo Nitobe, the author of "Bushido", in connection with his efforts in regard to university extension in Japan. In particular, Nitobe decided to inaugurate "Sapporo Enyu Yagakko" in 1894 where he and his wife along with his colleagues tried to educate under-priviled-ged young people. In this small school, some 600 students of Hokkaido University volunteered to teach. Though the school was not recognized as an official institution, more than 1000 people, old and young alike, regardless of sex, learned reading and writing. The graduates were successful in business, education, and other sectors. Nitobe is usually known as an eminent scholar and diplomat, but proper attention should be paid to his efforts to diffuse higher education to every citizen. His egalitarian philosophy and democratic practice must be appreciated in the history of modern higher education in Japan.
