Comparative Study on Pre-service Teachers' Intercultural Competence in Japan and Finland

Abstract
This is a preliminary study on pre-service teachers' intercultural competence in Japan and Finland. Japan, for the most part, represents a collective culture, whereas Finland is a fairly individual culture (Hofstede, 1991). Despite some cultural differences, there are many similarities between the two countries: both of them are considered to be fairly homogeneous societies; they also did relatively well on the international academic achievement surveys PISA 2000, 2003 and 2006; education is valued and teachers are highly qualified in Japan and Finland. Globalization and mobility of people have created new challenges for teacher education of these countries, because teachers play a central role in the well-being and social adjustment of immigrant students.
