This article deals with the assessment system in English Language Education in elementary schools with special emphasis on the effective use of a CAN-DO list. Recently English language education in Japanese elementary schools is being discussed in various places including the Central Education Council. Looking back on current movements, problems and results of learning English language in earlier stages, I will focus on assessment of language education based on CEFR. Next, the important role of a CAN-DO list is considered in terms of assessment in elementary schools. Moreover, the application of the Oxford Reading Tree series and phonics to teaching materials in Japanese elementary education and the use of a CAN-DO list are discussed. In conclusion, it is assumed that the development of an effective assessment system using a CAN-DO list will be needed in order to make the subject of English Language successful in elementary schools.
