岩手県久慈市とリトアニアのクライペダ市は、琥珀を産出する小規模な沿岸都市という共通点から1989年に姉妹都市提携した。当時、ソ連邦離脱による独立回復を目指すリトアニアは、ソ連政府と対立して制裁を受けていた。久慈市は、日本政府に先んじてクライペダ市の支援活動に踏み切り、大胆な自治体外交を展開する。その結果、両市民間に友情と連帯が生まれ、両市は距離や体制の差異を超えてユニークな交流を育んでいる。

The sister city pledge between Kuji and Klaipeda, both famous for their production of amber, was signed in 1989. At that time, Lithuania was being confronted by the central government of the Soviet Union in its struggle for independence. The mayor of Kuji decided to support its sister city and the municipality of Kuji organized an aid campaign for Klaipeda. Kuji City independently started "grassroots diplomacy" before the diplomatic recognition of Lithuania by the Japanese central government. As a result, friendship and trust between the citizens of Kuji and Klaipeda was deepened. These two cities have planned various cultural exchange programs and successfully widened mutual understanding despite the great distance and difference in culture that exists between Japan and Lithuania.
