中山間地域の高等学校の多くは、過疎化と少子化の進行により、生徒定員を満たすことが困難になっている。それが恒常化すれば廃校措置になる場合も多い。他方、そこには自然環境の豊かな小規模校であることのメリットもある。このメリットを活用すれば、都市部の生徒を留学生として迎え入れることが出来る。留学生事業は、高校存続を希望する中山間地域と、自然の中で深い人間関係を形成したいと希望する都市部生徒双方の期待に応える事業である。本稿は、この事業を高校改革の基礎に据えようと試みる一事例を紹介するものである。 It is difficult to fill the number of students in many high schools in rural areas, because of the progress of depopulation and the decrease in the birthrated. If this state continues, these high schools will be closed. On the other hand, there are merits that they are small scale and have rich nature. If they use these merits, they will be able to invite students to study in rural areas from towns and cities.###The undertaking which introduces students to studying in rural areas is able to meet the expectations of rural areas and city students. In this paper, I introduce a case of high school which put this undertaking into effect as a basis of high school reform.
