This paper aims to make significant suggestions for education in Japan by comparing education programs for gifted students in China, with programs in the United States. Education programs for gifted students identify a small number of students on the basis of their innate characteristics and cognitive abilities. For that reason, they sometimes conflict with the principle of equality. Gifted education programs always relate to the social background, social phenomenon, and state policies designed to foster human capital. China is a socialist country and yet its primary goal is economic development. Therefore, gifted education programs represent a dilemma. This is because society is on the one hand attaching importance to an elite education system, while on the other hand rejecting such systems as illegitimate. In the U.S., however, the problem of racial equality within a multiracial society is extremely grave. As for Japan, it has problems of equality which are different from those in the U S., namely the belief in conformity within education to the exclusion of individualized approaches. New types of gifted education programs will provide a greater range of oPPortunities in Japanese education.
