The cartography analysis in syntax has dealt with wide range of syntactic phenomena. The functional categoriesin the left peripheral area of the cartography have their own discourse function. Force in the left peripheral fieldactivates as force marker. However,this paper shows that Fin in the left peripheral field can operate as force markerand a verb moves up to there due to the force specification. It has been argued that V2 is related to featurespecification in C (e.g.+F) and V-to-T movement is dependent on richness of inflection and tense. The frameworkpresented here provides a straightforward account of V1, V2 phenomena in Germanic languages. English showscyclic demise of V-to-C and V-to-T movement in its history. A set of puzzles concerning the patterns of the phonomais explained as a consequence of the analysis which admits gradual loss of verb attraction to Fin.
