For security and strategic purposes in the Pacific, the United States maintains a special bilateral agreement called the Compact of Free Association with each of the three states in Micronesia: the Federated States of Micronesia, the Republic of Marshall Islands and the Republic of Palau. The Compact grants citizens of these Freely Associated States (FAS), migration privilege to the United States without a visa. The agreement is cause of "brain drain", and decrease of labor force, in the FAS. As the closest United States soil, Guam is often the first destination for the financially challenged emigrants from populous FSM. Due to its colony-like political status under the United States, with restrictive autonomy and lack of federal voting rights, the Compact has been a source of great financial burden to Guam, a territory which lacks the political ability to impose a fundamental solution to regional immigration issues.
