We clarify the present situations and some problems of the Lao primary education and examine Japanese international cooperation for the Lao primary education in this paper. The contents of this paper are summarized as follows. First, the current situations (2013 year) of the Lao primary education, the net school enrollment is low(96%), the survival rate is very low (70%), and the literacy rate of youth (15-24 years old) is low (89%) too by comparison with the other Asian countries. There are some causes in such poor situations. We point out five problems in the Lao primary education: poor school buildings and institutions, poor grade of teachers, poor curriculum, poor contents of textbooks and poor pupil's homes. Second, we explain the following characteristics of Japanese international cooperation for the Lao primary education. Japanese international projects for the primary education by the Official Development Assistance (ODA) are mainly involved in school institutions such as constructions of school buildings. Activities of Japanese NGOs cooperated with ODA are connected with support projects such as school institutions and educational service programs. On the other hand, for activities of NGOs not cooperated with ODA, all NGOs engage in educational service programs and some NGOs support poor pupil's home that no NGO cooperated with ODA gets into. Future problems of Japanese international cooperation for the Lao primary education will be pointed out as follows. For the time being, it is important that we support for sufficiency of the school institutions and educational environment to cancel lack of school buildings, classrooms and textbooks. On that basis, it is necessary to extend our supports for solving problems such as poor grade of teachers and poor pupil's home.
