In the year of 2000, The part of Enforcement Regulations for the School Education Law were revised, so“ private citizen principals” were established by deregulating qualifications required for principals. It has been more than a decade, and I want to reassess the situation of management regarding“ private citizen principals”, and I want to confirm an approach that will contribute to former teacher principals. I confirmed four problems to be solved based on previous research on“ private citizen principals”:school fit, correspondence to school culture, communication, and transmission/spread. I utilized assessment criteria“ Total Quality Management of school” designed by the Mie Prefectural Board of Education.
