本稿は、ナショナル・カリキュラムの基準性と政治性の編み直しについて、オーストラリア・クイーンズランド州の事例をもとに検討しようとするものである。オーストラリアではどのように教育課程の国家基準が設定されているのか、またその実施過程において基準の問い直しを図る余地が誰にどのように与えられているのか? この問いを解明するために、本稿では、「ポリティクス」という観点から教育課程をめぐる国家- 州-学校間の相互関係を明らかにした。具体的には、ォーストラリアにおける連邦政府、州政府、カリキュラム・ブランチ、各学校の相互の間に存在する、教育課程の基準をめぐる規定関係を明らかにした。クイーンズランド州では、教育課程が政策から実践へと実施されるプロセスに多様な政治的立場が関与する余地が保障されており、そのシステムによって、教育課程の基準性をめぐるポリティクスの編み直しが可能となっているのである。

This paper tries to interrogate and reconstruct national standard and the politics of curriculum through analyzing the educational policy of Queensland, Australia. The focus of it is how national standard of curriculum is established in Australia and who is given the room to interrogate it in the process of implementation. In order to make it clear, I analyzed the relationships between national government, states government and schools from a political viewpoint. In other words, I tried to clear the regulative relationships on the standard of curriculum among them. In Queensland, there is a certain room for multiple politics to engage in the implementation of curriculum development, and it makes possible to reconstruct of the curriculum politics in Queensland.
