本研究の目的はアメリカで広がる保育の質評価・向上システム(QRIS)を概観し、その普及の背景を分析することである。まずQRISを概観する。QRISとは、保育プログラムや学齢児ケア・プログラムの質のレベルを評価し、改善し、そして伝達する体系的アプローチである。QRISは新自由主義的な構想に基づいて保育の質を向上することが意図されている。2節では、保育政策の世界的動向について整理し、3節では保育を取り巻くアメリカ特有の状況についてまとめた。アメリカは他の先進諸国と共通の保育の問題を抱えている。しかし、他国よりも保育政策が脆弱である。また、多くの子どもたちが貧困下にいる。4節では、アメリカでQRISが普及した要因として、他の先進国と共有する保育の課題やアメリカ特有の課題、QRISの優れた体系性、基金による連邦政府の後押し、そして、保育改革に先行する新自由主義的教育改革の動向を指摘した。最後に、日本に対するQRISの示唆を指摘する。

The aim of this paper is overview the Quality Rating and Improvement System (QRIS) that has been spreading in the U.S., and analyze the sociological and political backgrounds of its spread. First, I introduce QRIS as a systemic approach to assess, improve, and communicate the level of quality in early and school-age care and education programs. QRIS is based on a neoliberalism way of thinking. Second, I summarize the worldwide movements of Early Care and Education (ECE) policies and the contexts of ECE peculiar to the U.S.. The U.S. holds common problems of ECE with other advanced countries. But, compared with other countries, the ECE policies in U.S. are minimal. Then, I point out the backgrounds of QRIS diffusion in the U.S.. These are 1) The problems of ECE common with other countries, 2) The problems of ECE peculiar to the U.S., 3) The excellent system of QRIS, 4) Supports of U.S. government by funds, and 5) The preceding educational reform movements according to neo-liberalism. Finally, I insist that QRIS is suggestive for Japanese ECE reform, but we must be careful of neo-liberalism way.
