Coastal areas function variously as an integral part of the urban structure. For residents, they provide opportunities for communication, relaxation, means of support, festivals and recrestion. Natural public effects such as shorelines can never be restored to is original state once destroyed. It would result in a catasrophe of ecosystem as well. In this context, shorelines as environmental values are far more important than those of artificial public effects as roads and parks. So, in the view of daily ues of shorelines by residents, it tends to be that claiming the right of use of shorelines are more in dispute than that of roads and parks. This study was on made from the standpoints of 1) shorelines and outdoor recreation, 2) shorelines as a natural public effect and citizen, 3) shorelines and landuse of near by cities, ane 4) old shorelines and living environment, parks of shoreline, referring specifically to Tokyo Bay Area. Although at the beginning the study included a search for methodology of ecosystem management, we were not able to sufficiently cover the matter due to the wide range of its nature and insufficient research material available. So we have narrowed down our subject to obtaining physical data on the relation between man and shorelines. Therefore, our study this time does not go any further than pointing out problems of landuse and environmental management in coastal areas. There is no doubt an urgent need to take new steps toward the management of shorelines, conservation of dry beaches, and environmental improvement of old shorelines in Tokyo Bay area.
